The more Deacon sees of the Moira's system of justice, the more he doesn't like it, but he figures it's the only one they've got right now and it's better than nothing. (He's seen firsthand how well that works.)

He doesn't know about the Fools Energon, as he's not fond of drugs (being familiar mostly with the addictive chems of his world) and is uneasy with the idea of forcing them on someone unwillingly, even if that someone hurt a person he likes. But in the end he votes for category three because torture is unforgivable.
